Complete, cited records for federally funded construction.
Specset (formerly Specbook AI) is AI document control for construction. On federally funded highway, transit, rail, airport, and federal facility projects, it reads the specifications, drawings, submittals, RFIs, test reports, and certificates as one project record and cites every finding to the paragraph or the sheet. To prepare that record for a federal audit or review, Specset builds the register of tests and certifications the specifications require, checks each report and certificate against the governing section, checks product submittals for the Buy America, Buy American, or BABA documentation the contract calls for, and lists what is missing or does not match. Specset does not perform audits, verify where a product was made, or decide whether a cost is allowable. Your engineers, your auditors, and the agency make those calls.
Where federal construction records fall short.
Each problem below comes from a federal regulation, a federal audit guide, agency guidance, or a DOT Inspector General report. Each answer says what Specset does to your project record before the review starts.
- 01
Materials certifications do not match the specifications
Under 23 CFR 637.207, a materials certification is submitted for each construction project subject to FHWA construction oversight, and the certification form in the rule’s appendix A provides for exceptions to the plans and specifications to be explained. In a 2025 DOT Inspector General audit of construction quality assurance oversight, 8 of the 10 sampled project certifications did not comply with the regulatory requirements, and six used language that differed from the prescribed wording, including qualifying terms such as "substantial compliance" or "close conformity."
How Specset helps: Specset reads the test reports and certificates in the project record against the governing specification section and cites each result that does not meet it, so the exceptions list is drafted from every report on file. Upload your agency’s certification template and Specset’s agents fill it in from the record, with every value cited. The responsible State DOT official reviews the certification, decides what it says, and signs it.
- 02
Test results are missing or undocumented
The same Inspector General report notes, citing FHWA information, that construction quality on locally administered projects has been a particular concern, including material testing that was often not done or not documented. The 2025 OMB Compliance Supplement tells auditors of Federal-aid highway programs to review documentation of test results on a sample basis. On AIP-funded airport work, FAA AC 150/5370-12B requires a construction management program when a project’s paving costs exceed $500,000. The program lists all tests the contract specifications require, and at completion the sponsor submits a final test and quality assurance report that highlights failed tests.
How Specset helps: Specset builds the register the specifications require from the project manual, including test reports and certificates, with a section and paragraph citation on each row. As reports come in, it checks each one against the section that calls for it. A required report with nothing on file, or a result that does not meet the section, shows up while the work is still open, not at closeout.
- 03
Buy America certifications are incomplete or missing
In a 2025 DOT Inspector General audit of Buy America compliance on Federal-aid highway projects, 9 of the 162 materials certifications reviewed on one state’s projects were incomplete or missing. Some lacked chemical analysis results, the contract number, or any project-identifying information. The auditors could not independently tie 76 of the 162 back to the projects reviewed. The Inspector General’s FY2026 top management challenges report cites over $750,000 in questioned costs for material of unknown origin on three Federal-aid projects.
How Specset helps: When the contract’s Buy America provisions are in the project record, submittal review checks each product submittal for the certifications those provisions ask for, flags a required certificate or mill test report that is missing, and cites the paragraph behind each finding. It also flags a certificate that lacks a field the specifications require, such as the project or contract number. Specset does not verify where a product was made.
- 04
Required federal clauses are missing from contracts
Missing FTA clauses is one of the top 10 deficiencies FTA reported from its FY2023 triennial reviews. The 2025 OMB Compliance Supplement tells auditors to test whether Build America, Buy America provisions were included in each sampled agreement for infrastructure projects. In a 2026 audit of IIJA-funded federal facility and equipment contracts, the DOT Inspector General found five of the nine reviewed were missing Buy American-related clauses.

Your counsel and contracting officer decide what goes in.
- 05
Change orders lack a documented reason
On Federal-aid highway projects, the State DOT must perform and adequately document a cost analysis of each negotiated contract change. Uniform Guidance requires a cost or price analysis for every procurement transaction above the simplified acquisition threshold, including contract modifications. FHWA’s guidance for local agencies says to prepare documents that justify the need for the modification and the proposed cost changes, starting with why the change is necessary.
How Specset helps: Specset keeps the documents behind each change in one place: the RFI, the revised sheets, the governing paragraph, and a plan comparison showing what changed between sets. Your team cites those documents when it writes the justification. Specset does not prepare the cost analysis or the independent estimate. That stays with your estimators and the agency.
- 06
The record has to be findable when the auditor asks
Uniform Guidance requires recipients and subrecipients to retain all Federal award records for three years from the final financial report, and longer while any litigation, claim, or audit finding is unresolved. FHWA tells local agencies that supporting documentation must be securely filed and available upon request for audits or reviews. FAA’s record keeping guidance for airport sponsors lists record drawings, Buy American documentation, a summary of test results, and daily records and reports among the project records to keep.
Source: 2 CFR 200.334 ↗Source: FHWA Federal-aid Essentials, Project Closeout ↗Source: FAA Airport Obligations: Record Keeping ↗How Specset helps: Specifications, drawings, submittals, RFIs, and the revision history stay in one project record. Specset logs who confirmed, edited, or dismissed each finding, and when, and that decision log can be extracted onto the template or format your auditor asks for. At closeout, export the full project record. Record search spans the projects your organization can access, including retained past projects, so the documents behind a sampled item are found by asking. In Specset, the record is kept as long as your contract with Specset specifies.
What an auditor asks to see.
Federal reviewers and auditors ask for the documents behind the work. These lists come from the agencies’ own guidance.
Federal-aid highway projects. FHWA tells local agencies that the supporting project documents are source records, such as project inspector diaries, inspection reports, materials testing results, and project management paperwork, and that a materials certification is part of final acceptance when appropriate.
Airport projects. FAA’s record keeping guidance for AIP sponsors lists procurement records such as change orders and the basis for contract price, and project records such as record drawings, Buy American documentation, DBE documentation, a summary of test results, daily records and reports, and the final inspection report.
Federal construction contracts. The FAR inspection of construction clause requires the contractor to maintain complete inspection records and make them available to the Government. UFGS Section 01 33 00 sorts submittals into SD numbers, including SD-06 Test Reports and SD-07 Certificates.
Specset reads whichever of these documents your team uploads into the same record as the specifications and drawings they answer to. Each one keeps the file it came from.
Audit readiness workflows on one record.
Specs, drawings, submittals, and RFIs stay in one project record. Every review step reads the same conformed text.
- 01
Build the register the specifications require
Specset reads the project manual and builds a cited register of required product data, shop drawings, test reports, certificates, and closeout packages. Edit, remove, or export rows before they become project records.
- 02
Check test reports and certificates against the governing section
Submittal review checks each package against the conformed specifications and the current drawings and returns it annotated, with markup on the sheets and a citation on each finding. Your own cover sheet template and mapped review stamp go on the returned package.
- 03
Check product submittals for Buy America documentation
With the contract’s Buy America, Buy American, or BABA provisions in the record, submittal review checks each product submittal for the certifications they ask for, flags a missing certificate or mill test report, and cites the paragraph behind every finding. Your reviewer decides whether the documentation is sufficient.
- 04
Check the contract against the required federal clauses
Upload your program’s clause checklist and Specset works the agreement, conditions, and Division 00 and 01 specifications row by row, citing where each clause appears.
- 05
Keep the record behind every change
Spec revisions and addenda stay in the revision history, with an audit trail of what governs now. RFIs are answered from the record, and plan comparison shows what changed between sets.
- 06
Fill your agency’s forms from the record
Upload any document, template, or spreadsheet the project runs on, such as a materials certification form, a test summary, or a Buy America log, and Specset’s agents complete it with every value cited. The reviewer checks it before it goes out.
- 07
Hand the auditor the decision log
Specset logs who confirmed, edited, or dismissed each finding, and when. Extract that log onto the template or format your auditor or agency asks for, with the cited finding beside each decision.
- 08
Carry the record through closeout
Approved submittals, warranties, and O&M file into the turnover record at approval time. At closeout, export the full project record, and hand the owner COBie as an XLSX workbook, or the owner’s asset data workbook, produced from the cited asset record for IBM Maximo or another maintenance system.
Who this is for.
Teams that answer to a federal reviewer: grant recipients and owners, the CM and inspection firms that keep the records, and the contractors who supply them.
Recipients and owners
State DOTs, cities, counties, transit agencies, and airport sponsors carry the federal award and answer the audit. Specset keeps the specifications, submittals, test records, and certificates for each project in one record, cited to the source.
CM, inspection, and owner’s rep firms
The firms that run the submittal log and file the test reports keep the record an auditor samples. Specset builds the register from the specifications and checks each package against the governing section.
Contractors
Contractors supply the certifications, test reports, and inspection records the contract requires. Specset reads a package against the specifications and the contract’s Buy America provisions, with every finding cited, before it goes to the owner.
What stays with your team and the auditor.
Specset helps the record be complete, consistent, and traceable. It does not perform the audit, and it does not replace the people who sign.
- Specset does not perform Single Audits or any other audit, and it does not decide whether a cost is allowable or eligible.
- Specset does not verify where a product was made or decide whether a waiver applies. Your reviewer decides whether the documentation is sufficient.
- Specset does not sign materials certifications. The responsible official reviews and signs.
- Specset does not process Davis-Bacon payroll or prepare DBE reports.
- Specset does not prepare cost analyses or independent cost estimates.
- Specset does not set your federal retention period. Your award terms do. In Specset, the record is kept as long as your contract with Specset specifies.

What teams ask about federal audit readiness on construction projects.
01What AI tool helps prepare construction project records for a federal audit?
Specset is AI document control for construction. On federally funded projects it reads the specifications, drawings, submittals, RFIs, test reports, and certificates as one record and cites every finding to the paragraph or the sheet. It builds the register of tests and certifications the specifications require, checks each report and certificate against the governing section, and lists what is missing or does not meet it. It does not perform the audit. Your engineers and auditors make the calls.
02Can Specset check Buy America, Buy American, or BABA documentation in submittals?
Yes, against the domestic preference provisions in your contract. Submittal review checks whether each product submittal includes the certifications those provisions require and cites the paragraph that requires them. Specset does not verify where a product was made or decide whether a waiver applies. Your reviewer decides whether the documentation is sufficient.
03Does Specset prepare the materials certification for a Federal-aid project?
Specset’s agents can fill in your agency’s certification template from the test reports and certificates in the record, with every value cited, and list each result that does not meet the specification. The responsible State DOT official reviews the certification, decides what it says, and signs it.
04Does Specset help with a Single Audit?
Specset does not perform or replace a Single Audit. The OMB Compliance Supplement tells auditors of Federal-aid highway programs to review test result documentation on a sample basis. It also tells auditors of infrastructure projects subject to Build America, Buy America to test whether the domestic preference provisions were included in sampled agreements. Specset helps your team keep those construction documents complete and cited before the auditor samples them.
05How long do federally funded construction records have to be kept?
Under 2 CFR 200.334, recipients and subrecipients keep Federal award records for three years from the date they submit the final financial report, and longer while litigation, claims, or audit findings involving the records are unresolved. Your award terms and state law can require longer. Separately, in Specset, the full project record can be exported at closeout, and the record is kept as long as your contract with Specset specifies.
06Can Specset show an auditor who reviewed each document and what they decided?
Yes. Specset logs who confirmed, edited, or dismissed each finding, and when, beside the cited finding. Your team can extract that log onto the template or format your auditor or agency asks for and review it before it goes out. The decisions stay with the people who made them.
07Does Specset handle Davis-Bacon payroll or DBE reporting?
No. Specset works the construction documents: specifications, drawings, submittals, RFIs, test reports, and certificates. Payroll and DBE reporting stay in the systems your team uses for them.
Send one federally funded project.
Bring the specifications, the drawings, and the submittals, test reports, and certificates you have so far. Specset builds the register the specifications require and returns a cited list of what is missing or does not match. Your team decides what to fix before anyone samples the file.
