Best construction submittal software, and where AI review fits.
Last reviewed: October 27, 2026
Many general contractors already run submittals in a project management platform such as Procore or Autodesk Construction Cloud (ACC, now part of Autodesk Forma), which handles the log, routing and approvals. What a submittal log does not do on its own is check each submittal's content against the specification: Specset checks each submittal requirement by requirement against the spec and cites every finding, and it also builds the register from the spec book. It works with Procore through a two-way sync that pulls submittals from Procore and sends review findings back. It also syncs with ACC.

What is the best construction submittal software?
It depends on the job you need done. For the log, routing and approvals, most GCs use a general project management platform. For checking what each submittal says against the spec, add an AI review layer like Specset.
Submittal tracking vs submittal review
Submittal tracking answers “where is it and who has it”: the register, due dates, routing and status. Submittal review answers “does it meet the spec”: each requirement checked against the governing section and drawings, with citations. Most tools do one or the other well.
Construction submittal software, by category.
Sort any tool into a category, then test it on your own spec section.
| Category | Examples | Builds the register | Routing and log | Checks submittal content against the spec | Cites the source |
|---|---|---|---|---|---|
| General project management platforms | Procore, ACC | From the spec book (e.g., Procore Submittal Builder) | Yes | Reviewers on the workflow | Reviewers on the workflow |
| Dedicated submittal tracking tools | Standalone submittal logs | Varies by tool | Yes | Reviewers on the workflow | Reviewers on the workflow |
| Manual process | Spreadsheet, PDFs, email | By hand | By hand | Reviewers by hand | By hand |
| AI submittal review layer | Specset | From the spec book | Follows the project’s own workflow; two-way Procore sync; syncs with ACC | Requirement by requirement | Every finding, to the page or section |
What to test in a demo
Load one spec section and a submittal you have already reviewed.
Check whether the register matches the spec’s submittal requirements, whether each finding cites a page or section, whether a missing certificate or mill test report gets flagged, and whether results reach Procore without re-entry.
AI submittal review →What buyers ask about submittal software.
01Does Procore review submittals against the spec?
Procore’s submittals tool manages the log, workflow and approvals, and the reviewers on the workflow check the content. Teams that want each submittal checked against the spec automatically add an AI review layer; Specset pulls submittals from Procore and sends its findings back. It also syncs with ACC.
02Can AI approve submittals?
Not with Specset. Specset checks submittals requirement by requirement against the spec and cites every finding, but the qualified reviewer assigns the disposition. Specset does not approve or reject submittals.
03How is the submittal register built?
Often by hand, by reading each spec section’s submittal requirements into a log. Specset builds the submittal register from the spec book and generates submittal cover sheets, so your team starts from a list tied to the spec sections.
04Does Specset work with specs outside MasterFormat?
Yes. Besides MasterFormat project manuals, including UFGS, Specset reviews state DOT and railroad standard specifications and special provisions, such as Caltrans, WSDOT, FDOT and BNSF.
Send one spec section and a submittal you have reviewed.
Specset builds the register for that section and returns cited findings on the submittal. Your reviewer assigns the disposition.
